Plan✕ is an open source content management system (CMS) for digital planning services. It allows planning authorities to collaboratively build and run digital planning services as flowcharts. It is one of the first tools to allow government to create ‘rules as code’ or ‘smart’ services. That is, services that allow you to bake complex rules (legislation, policies and guidance into the services themselves).
Plan✕ aims to make planning simpler, for everyone.
It has three interfaces:
Public interface
Where homeowners, businesses and their agents can get guidance about their project, or submit planning applications. Services are accessible and custom themed (within limitations).
Editor interface
Where service owners and flow owners (councils or third party content suppliers) can create services as flowcharts, using a low-code interface. Councils can collaborate by copying templates and subscribing to shared flows.
API
Where councils and their suppliers will be able to access data and metadata allowing them to process planning applications using back office software. Applications can also be sent to a designated email inbox.
